I still don’t get why Kishimoto didn’t let Hinata fall in love with her teammate. There is no big difference between Naruto and Kiba and, in contrast to Naruto, he used to care about her and they had a lot time to get to known each other.

Hinata did not fall in love with Naruto for being loud-mouthed, boastful and for his desire to become hokage, which are the only similarities Kiba and Naruto have with one another, so I’ll assume you mean these traits when you say “no big difference” between them. Hinata fell for Naruto because she saw a boy struggling for acceptance in a world who put him down for being different.

Hinata felt the same way in her own right, like an outcast in her own family, and drew inspiration and encouragement from someone who got back up no matter how many times he fell and it led her to do the same, thus changing her for the better. Hinata did not get that same inspiration from Kiba, and in fact, unlike Kiba, who has been shown to tell Hinata to give up or forfeit should the opponent seem out of her league, Naruto rooted for her and understood Hinata’s feelings, understood what she was fighting for, something Kiba did not.

The biggest difference in Kiba and Naruto is that Hinata actually relates to Naruto on a level she is not shown to relate with Kiba on, and this level is the foundation that led to Hinata’s character development from a shy, timid girl, to the strong and courageous kunoichi she is today.
